Community Needs and Assets Mapping in Islamic Education: Strengthening Stakeholder Collaboration for Community Empowerment and Social Transformation

This study aims to reconstruct an integrative framework for community needs and assets mapping and stakeholder analysis within Islamic education-oriented community development. The study employs a qualitative library research approach by examining Islamic community development, dakwah bil hal, Asset-Based Community Development, participatory rural appraisal, stakeholder and social capital theories, government regulation and public-service frameworks, maqashid al-shariah, and Shariah Enterprise Theory. The findings demonstrate that Islamic community development should be organized through five interconnected pillars: religious and da'wah, education, health, environmental sustainability, and economic empowerment. These pillars can be systematically connected with five categories of community assets, namely individual, associative, institutional, physical, and economic assets, while stakeholder analysis identifies communities, religious leaders, educational institutions, health services, economic institutions, government, and higher education as complementary actors. The novelty of this study lies in integrating needs/assets mapping, stakeholder power-interest analysis, social capital, proportional governmental participation, and Islamic normative values into one participatory framework. The framework positions government primarily as regulator, facilitator, and policy-synchronization partner while preserving community ownership of development priorities. It also places Islamic economics as an important but non-dominant dimension of holistic Islamic community development.
